News & Events

ProVention History

The ProVention Consortium was created in 2000 to provide a forum for dialogue and catalysing new ideas and collaborative initiatives on disaster risk reduction. Hosted first by the World Bank and then by the IFRC, ProVention included a broad and active set of humanitarian and development, from governments, UN agencies, the Red Cross Red Crescent, civil society, academia, and the private sector.

ProVention has been widely recognised for its role in brokering links among diverse actors. In its ten run between 2000 and 2010, many of ProVention’s original goals to mainstream attention to disaster risk reduction were successfully attained by partner organizations. ProVention-inspired initiatives live on in the work of:

This website highlights the resources that have been developed through ProVention projects and related partners initiatives. It is hoped that the resources on this site will continue to be useful in improving policy and practice and advancing the disaster risk reduction agenda.

Launch of Global Assessment Report in Bahrain

Community Disaster Resilience Fund (CDRF)

The test of the CDRF in India is currently underway in partnership with GROOTS and under the umbrella of the recently established National Alliance for Disaster Risk Reduction (NADRR). The CDRF is a grant-based resource channel to support community-based organizations, local governments, and grassroots organizations to initiate DRR initiatives in their own communities. Private sector and disaster risk reduction

The private sector has an important role to play to reduce disaster risk. UNISDR recently launched a collection of good practices and lessons learned on this issue and the WBCSD published an issue brief for business on adaptation to climate change.

UNISDR Global Platform 2009

The second session of the Global Platform will take place on 15-19 June 2009 in Geneva. A Disaster Risk Reduction Marketplace will provide an opportunity to showcase experiences and create linkages among participants for technical cooperation and mutual support. Workshop: Strengthening Social Analysis in Rapid Assessment

Evaluations of recent large scale disasters have shown that insufficient attention is often given to the social impacts of disasters – in particular to the needs and priorities identified by the affected communities themselves and to local knowledge, resources and experience. Regional Forums in Africa

To influence policy dialogue and advance the risk reduction agenda in Africa, ProVention held three forums in Dakar, Johannesburg and Nairobi in November and December 2006. Organised in partnership with ActionAid, ENDA Tiers-Monde and the International Federation, the forums mainly gathered community-based organisations, international NGOs, local government, research and training institutions and the Red Cross/Red Crescent movement. Climate Change and Human Security

On April 17 the UN Security Council held its first ever debate on climate change (view press release). This follows the 6 April 2007 launch of the report of the Working Group II of the Intergovernmental Panel on Climate Change. Sourcebook on the Integration of Natural Hazards into the Environmental Impact Assessment Process

In an attempt to ensure that natural hazard risk is explicitly addressed during the project cycle, the Caribbean Development Bank and Caribbean Community’s (CARICOM) Adapting to Climate Change in the Caribbean Project have developed guidelines for natural hazard impact assessment (NHIA) and their integration into Environmental Impact Assessment procedures.

The theme of the International Day for Disaster Reduction and campaign for 2006 “Disaster risk reduction begins at school” aims to inform and mobilise governments, communities and individuals to ensure that disaster risk reduction is fully integrated into school curricula in high risk countries and that school buildings are built or retrofitted to withstand natural hazards. Disaster Data Highlight Global Risks - 11 October 2006

"Natural Disaster Hotspots Global Risk Analysis" found that disasters can wipe out hard-won development gains and accumulated wealth in developing countries. "Hotspots Case Studies" takes a closer look at specific regions and risks: drought in Asia, landslides throughout the globe, storm surges in coastal areas, natural disaster risks in Sri Lanka, multihazard risks in Venezuela, and a pilot study on reducing the impact of flooding in Kenya. The books and a Hotspots website offer scientific information on major natural hazards at a time when the Bank and its partners are ramping up efforts to help countries reduce risk and recover faster from disaster-related losses.

Risk reduction indicators

ProVention has developed a working paper on risk reduction indicators to support the Tsunami Recovery Impact Assessment and Monitoring System (TRIAMS) programme. TRIAMS is an initiative of the governments of India, Indonesia, the Maldives, Sri Lanka, and Thailand, with support from the IFRC, WHO, and other UN agencies to measure the impact of the recovery efforts in response to the Indian Ocean Tsunami.

"Real Risk" publication

Real Risk offers perspectives, case studies and analysis on disaster risk reduction and mitigation in the light of major natural disasters that have occurred since the publication of Know Risk in early 2005. It includes 10 articles by grantees from the Applied Research Grants programme and two papers on microinsurance resulting from the ProVention-IIASA study and the AIDMI microinsurance scheme in India. DPRI-IIASA Forum on Integrated Disaster Risk Management

The Sixth DPRI-IIASA Forum on Integrated Disaster Risk Management took place in Istanbul 13-17 August 2006, focusing this year on Risk and Challenges for Business and Industry. As one part of the forum, Reinhard Mechler and Joanne Linnerooth-Bayer from IIASA presented the results of their ProVention-supported study on microinsurance and the poor. Evaluation of international tsunami response highlights inequities in aid spending

The Tsunami Evaluation Coalition (TEC) launched its Synthesis Report on Friday 14th July. This major independent evaluation highlights that a total of at least US$ 13.5 billion was raised in response to the tsunami, amounting to over US $7,100 for every affected person. This contrasts starkly to only US$3 per head spent on someone affected by the 2004 floods in Bangladesh. The report presents an appeal to donor governments for more consistent donations and support prior to disasters to help states in high-risk zones reduce risk and respond better when emergencies strike. IEG Evaluation of World Bank Assistance for Natural Disasters

The World Bank is the largest funding agency of disaster recovery and reconstruction in developing countries. Since 1984, it has financed a total of $26 billion in disaster activities. In April 2006, the World Bank published one of the most comprehensive reviews of disaster preparedness and response ever conducted. The report calls for new thinking that integrates predictable disaster risks into development programmes. Read more...

IEG Conference on The Effectiveness of Assistance for Natural Disasters, Washington, 21 April 2006

The World Bank Independent Evaluation Group (IEG) hosted a Conference on the Effectiveness of Assistance for Natural Disasters on Friday, April 21, 2006 in Washington, D.C. The conference provided a forum for government and civil society representatives and World Bank staff to share views on how to improve the effectiveness of donor support for natural disasters response and prevention.

DFID launches new policy on disaster risk reduction

In 2005, DFID announced that 10 per cent of funds spent on disaster relief will be invested in initiatives to reduce the impact of disasters. DFID's new policy entitled 'Reducing the Risk of Disasters' sets out ways to do this.

Third International Conference on Early Warning: Bonn, 27-29 March 2006

Germany hosted the Third International Early Warning in Bonn, from 27 to 29 March 2006, under the auspices of the United Nations. The conference included an action-oriented Priorities and Projects Forum that presented a series of specific projects in early warning areas and a Scientific and Technical Symposium that discussed issues associated with early warning systems worldwide.

Urban risk workshop in Cape Town: 7-9 March 2006

An international workshop on urban disaster risk reduction was hosted by the Disaster Mitigation for Sustainable Livelihoods Programme (DiMP) in Cape Town in March 2006. It brought together urban risk researchers from African institutions, as well as other partners such as local/provincial government, the International Federation of Red Cross & Red Crescent Societies, and Northern academics.

ProVention Forum: Bangkok, 2-3 February 2006

Applied Research Grants Award Announcement - August 05

The ProVention Consortium is pleased to announce that out of the 264 proposals received from over 60 countries, 52 projects worldwide have been selected for funding under the ProVention Consortium's programme for Applied Grants for Disaster Risk Reduction in 2005-06.

Community Risk Assessment workshop: Cape Town, 31 May - 2 June 2005

On May 31st - June 2nd, 2005, an International Workshop on Community Risk Assessment was held in Cape Town, South Africa. The aim of the workshop was to critically discuss the strategic use of community risk assessment and share experiences on community risk assessment among forty-five delegates from Africa, Asia, Europe, Pacific, Caribbean and Americas.

Risk Analysis Reports Over Half of World's Population Exposed to One or More Major Natural Hazards

29 March 2005 - The World Bank has published a report entitled, 'Natural Disaster Hotspots: A Global Risk Analysis', that presents a global view of disaster risks associated with some major natural hazards: drought, floods, cyclones, earthquakes, volcanoes and landslides. The report identifies high-risk geographic regions so that development efforts can be better informed and designed to reduce disaster-related losses in the future.
